Overview
The Malacca and Singapore Straits are among the most heavily regulated waterways in the world. Vessels transiting these straits are subject to a comprehensive framework of international conventions administered by the International Maritime Organization (IMO), flag state requirements, and the port state control regime of Singapore and Malaysia. IMO Traffic Separation Scheme (TSS)
The IMO has designated a Traffic Separation Scheme (TSS) for the Malacca and Singapore Straits under SOLAS Chapter V and the associated routing measures adopted by the Maritime Safety Committee. The TSS establishes clearly defined northbound and southbound traffic lanes, separated by a traffic separation zone, covering the full length of the strait from the southern entrance near Singapore to the northern approaches toward the Andaman Sea.
The TSS imposes specific obligations on all vessels, including proceeding in the appropriate lane, maintaining a proper lookout, broadcasting AIS information, and communicating with the designated Vessel Traffic Information Services (VTIS). Non-compliance with TSS requirements constitutes a breach of SOLAS obligations and may give rise to offences under applicable domestic legislation, including Singapore's Merchant Shipping Act and Malaysia's Merchant Shipping Ordinance. Compliance is actively monitored by Singapore MPA, the Malaysian Marine Department, and Indonesian Bakamla.

COLREGS — International Regulations for Preventing Collisions at Sea
The International Regulations for Preventing Collisions at Sea (COLREGS), adopted by the IMO and incorporated into the domestic law of virtually all flag states, govern the behaviour of vessels in meeting, crossing, and overtaking situations. The Malacca Strait presents COLREGS challenges that are significantly more complex than open ocean navigation due to the density of traffic, the presence of fishing vessels and small craft, constrained channel widths, and the interaction between TSS-bound vessels and vessels crossing the separation zones.

MARPOL — Marine Pollution Prevention
The IMO has designated the Malacca and Singapore Straits and adjacent waters as a Particularly Sensitive Sea Area (PSSA) under Resolution MEPC.137(53), adopted by the Marine Environment Protection Committee. Within the PSSA, the International Convention for the Prevention of Pollution from Ships (MARPOL) applies strict discharge and operational controls to all transiting vessels. MARPOL Annex I governs oil pollution prevention, Annex V covers garbage, and Annex VI addresses air emissions including SOx and NOx compliance in Emission Control Areas.

SOLAS — Safety of Life at Sea
The International Convention for the Safety of Life at Sea (SOLAS) imposes comprehensive requirements on vessel construction, safety equipment, navigational systems, and operational procedures. SOLAS Chapter V (Safety of Navigation) is of particular relevance to Malacca Strait transits, governing voyage planning, watchkeeping standards, and the use of routing measures including the TSS. STCW — Standards of Training, Certification and Watchkeeping
The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) sets the minimum certification and competency standards for officers and crew serving on merchant vessels.
